Step 1

Open up your image or layer you wan't to apply this stylish effect to.

Step 2

Now either CTRL + click the layer or grab the Magic Wand tool and select outside of your image. It should look like below:

Now go to [ Select > Inverse ]. Once done go to [ Select > Modify > Expand ], I put around 3 pixels in the option box, but try a different amount if it doesn't look right.

My result is below:

We will now use our common sense, make sure the image with the dashes is completely shown on the screen and then Print the screen using your keyboards print screen button.

Then make a new document, keep the size as it says and paste the screen shot into the document. You can now select the skull using the rectangular marquee tool and copying it into a new document or you can take the result a few steps further.

I kept using the Magic wand tool and selected inside bits of the skull, then either used Contract or Expand in the select tool bar, printed the screen, pasted it and then selected another but of the skull and repeated the process. My result is shown below. This creates a cool unique and stylish effect which is quick and easy to do.
